> **Short answer:** Yes. Betting is legal in Nigeria for adults 18 and over, with licensed operators, in states where it is permitted. Since a November 2024 Supreme Court ruling, each state regulates gambling. Rules differ by state, so check yours.

## Betting licence example: Enyimba vs Rivers United

This is an illustration of checking the law before you bet. It is not about picking a winner.

Tunde lives in Lagos. He wants to stake (bet) ₦500 on Enyimba to win at 2.10 (example odds).

Before he deposits, he asks three questions:

| Question | What Tunde checks | Result |
|---|---|---|
| Am I old enough? | His age | 18+, so he can take part |
| Is betting allowed in my state? | Lagos rules | Lagos licenses online sports betting |
| Is this site licensed for Lagos? | Licence details in the site footer | Must show an LSLGA licence |

If the site shows no LSLGA licence, Tunde does not deposit. He looks for a licensed operator instead.

If he bets with a licensed site and the match ends 2–1 to Enyimba, the return is ₦500 × 2.10 = ₦1,050 before any tax. If Rivers United win or it is a draw, he loses the ₦500. Use the [payout calculator](https://oddsclass.com/tools/payout_calculator/) to check returns.

## Is betting legal in Nigeria?

Yes, betting is legal in Nigeria under certain conditions. You must be an adult (18 or older). You must use a licensed operator. And your state must permit gambling.

Some states restrict gambling, especially states with religious laws. Rules differ from state to state. Always check the rules in the state where you live.

## Who regulates betting in Nigeria?

The states regulate betting in Nigeria. This follows a Supreme Court ruling in November 2024. It said the National Lottery Act 2005 does not apply to lotteries and gaming in the states covered by the case.

Since then, the National Lottery Regulatory Commission (NLRC) regulates only in the Federal Capital Territory (FCT), Abuja. Each state issues its own licences.

State regulators work together in the Federation of State Gaming Regulators of Nigeria (FSGRN).

A Central Gaming Bill would have centralised regulation again. The President rejected it in December 2025. So, as of November 2026, regulation stays with the states.

## How does licensing work in Lagos?

In Lagos, the Lagos State Lotteries and Gaming Authority (LSLGA) issues licences. It licenses several categories of gambling.

- Casino
- Lottery
- Gaming machines
- Pool betting

An operator serving Lagos residents online needs an LSLGA licence. A licence from another state is not the same thing.

## Who licenses betting in Abuja?

In Abuja, the FCT Lottery Regulatory Office (FCT-LRO) runs a separate licensing regime. It is different from the state regimes.

Sources also say the NLRC now regulates only in the FCT. How the two bodies share this work is not fully clear from our sources. If you live in Abuja, check the operator's licence details and the regulator's current guidance.

## What are the rules on betting adverts?

Advertising rules for betting are being brought into line across Nigeria. In March 2026, the Advertising Regulatory Council of Nigeria (ARCON) and the FSGRN signed a memorandum of understanding (MoU). An MoU is a formal agreement to work together.

The aim is to harmonise (make the same) gambling advertising standards. The detailed rules were not set out in our sources. An advert is not proof that a site is licensed.

## How do I check a betting licence in Nigeria?

Look for the licence number and regulator name, usually in the site's footer. Then confirm with the regulator for your state.

| Where you live | Regulator to check |
|---|---|
| Lagos | Lagos State Lotteries and Gaming Authority (LSLGA) |
| Abuja (FCT) | FCT Lottery Regulatory Office (FCT-LRO) |
| Other states | Your state's own gaming regulator |
