> **Short answer:** From 1 July 2026, Ugandan operators pay a 30% tax on gross gaming revenue. A 15% withholding tax on net winnings has been proposed. Its final assent and start date were not confirmed in our sources as of November 2026.

## Betting tax example: KCCA vs Vipers

This is an illustration of how the 15% tax would work if it applies. Your operator's [bet slip](https://oddsclass.com/learn/bet_slip/) shows the real amount.

You stake (bet) USh 2,000 on KCCA to win at 2.50 (example odds).

If the match ends 2–1 to KCCA:

| Step | Calculation | Amount |
|---|---|---|
| Stake | — | USh 2,000 |
| Total return | USh 2,000 × 2.50 | USh 5,000 |
| Net winnings (profit) | USh 5,000 − USh 2,000 | USh 3,000 |
| 15% tax (if it applies) | USh 3,000 × 0.15 | USh 450 |
| You receive | USh 5,000 − USh 450 | USh 4,550 |

If the 15% is not deducted, you receive the full USh 5,000.

If Vipers win or the match is a draw, you lose the USh 2,000 stake.

## What tax do betting operators pay?

Operators pay 30% of their gross gaming revenue (GGR). GGR is the stakes they take minus the winnings they pay out.

This comes from the Lotteries and Gaming (Amendment) Act 2026. It started on 1 July 2026. The tax is paid by operators, not by you.

| Activity | Before 1 July 2026 | From 1 July 2026 |
|---|---|---|
| Betting | 20% of GGR | 30% of GGR |
| Gaming | 30% of GGR | 30% of GGR |

The law harmonised the rate. That means betting and gaming now have the same rate.

## What is the 15% tax on winnings?

The 15% tax is a proposed withholding tax on net winnings from betting and gaming. Withholding tax is tax the operator keeps back before paying you. Net winnings means your profit, not your whole return.

It was proposed in the Income Tax (Amendment) Bill 2026. Reports describe it as applying to online betting and gaming winnings.

## What is the status of the 15% tax?

The 15% tax was not confirmed as in force in our sources as of November 2026. Here is what happened:

- On 10 July 2026, President Museveni declined to assent (sign) the bill. He returned it to Parliament.
- He objected to an exemption for land-based casino winnings.
- In August 2026, Parliament adopted his recommendation and removed that exemption.
- This means the 15% would also apply to land-based casino winnings.

Our sources did not confirm the final assent or the start date. Check your bet slip and the operator's terms. They show whether the 15% is being deducted and how.

## Who regulates betting in Uganda?

The National Lotteries and Gaming Regulatory Board (NLGRB) regulates betting in Uganda. It works under the Lotteries and Gaming Act 2016.

Only bet with operators licensed in Uganda. [Licensed operators](https://oddsclass.com/learn/how_to_check_betting_licence/) must follow the rules on tax and on protecting players.

This page is general information, not tax advice. Rules change; check your regulator's current guidance.

## Common mistakes

- Thinking the operator's 30% tax is taken from your winnings.
- Assuming the 15% tax is already deducted, or that it never will be.
- Working out the 15% on the whole return instead of on net winnings.
- Not checking the bet slip and terms for the final amount after tax.
- Raising stakes to "cover" a tax, which only increases what you can lose.
